The memorial complex commemorates the many thousands of partisans and civilians from the region who died during the National Liberation War (World War II). The monument was created by Bogdan Bogdanović, who designed many of the monumental sculptures to anti-fascism created throughout Yugoslavia from the early 1950s through to the 1980s. Examples of his work include the Mausoleum of Struggle and Victory in Cacak (Serbia), the Stone Flower in Jasenovac (Croatia) and the Necropolis for the Victims of Fascism in Novi Travnik (Bosnia & Herzegovina).
