Hello Joan, I’m from Lithuania. Rugelis means rye (type of crop) in lithuanian language just in diminutive form. It’s really possible that one of your ancestors was from Lithuania because it’s quite an unique language, so it’s hard to mix it with some other languages but I have to say that I don’t know anyone with that last name nor I’m sure I even heard one like yours, though it sounds very lithuanian. I also guess there’s some small possibility that this can be a latvian surname (our northern neighbour Latvia) because it’s probably most similar language to ours that there is and people there also have surnames that ends with -is, though I have no idea what that would mean there.
